A quiet register day, with the standing threads checked rather than a new development. No new Australian GP practice acquisition has reached the ACCC register since Partnered Health's 3 July Ryan Plaza notification (MN-15027), re-checked directly this morning: still at Phase 1, effective 3 July, submissions concluded, no determination published, and the determination period ending 14 August, with the flagged second-half-of-July decision not yet appeared. The Bupa-Partnered Health parent transaction is still absent as a separate notification, so the ACCC and FIRB approvals the deal needs remain outstanding. The data breach at Partnered Health still sits over the acquisition, unchanged since Monday: 21 named clinics, insurer and Veteran Card (DVA) numbers among the information at risk, an interim NSW Supreme Court injunction, and Best Practice cleared. In New Zealand, Green Cross's NZD 270m sale of The Doctors to Tend is still targeted for completion by 31 July, with no completion notice on the NZX today.

Coverage published on Friday afternoon, after that day's scan, added detail to the data breach at Partnered Health, the network Bupa is acquiring. Partnered Health has now named the 21 affected clinics across five states and territories, five still under investigation and 16 where healthcare-record data may be affected, and the information at risk can include Medicare, private health insurance and Veteran Card (DVA) numbers and clinical records where a clinic held them. The patient-management software vendor Best Practice was cleared, confirming Partnered Health as a customer but saying its platform was not compromised and that it is not part of the incident response. Partnered Health holds an interim NSW Supreme Court injunction, and the 22-day gap between detection on 23 June and disclosure on 15 July sits inside the OAIC's 30-day window despite expert criticism. Settlement on the Bupa-Partnered Health deal reported for later this year; no new Australian GP deal on the register

The Medical Republic reported on 16 July that Bupa's acquisition of Partnered Health remains subject to regulatory approval, with settlement expected later this year. The wording is the outlet's own rather than a quoted Bupa statement, and Bupa's own 18 June announcement set no timetable, saying only that the deal was subject to ACCC and Foreign Investment Review Board approval and other customary conditions. Bupa put distance between itself and the breach at its target, saying Partnered Health 'is not yet owned nor managed by Bupa Australia' and that no Bupa data is affected. The OAIC said organisations generally have 30 days to assess a breach before notifying, placing the 22-day delay inside the statutory window despite the criticism of it. Partnered Health, the general practice and skin cancer network Bupa agreed to buy for about $450m on 18 June, told patients on 15 July that an attacker had accessed its systems on 23 June, five days after the deal was announced and while the acquisition still needs ACCC and Foreign Investment Review Board clearance. The group has written to patients at 21 clinics across five states and territories, has confirmed data was taken from 16 of them, and holds an interim NSW Supreme Court injunction against the use or publication of the stolen material. For a buyer mid-clearance this is deal-execution risk, cyber liability and notifiable-breach exposure on top of the ACCC and FIRB conditions.
