Three items, led by the ACCC clearing Partnered Health, Bupa's own acquisition target, to buy the 11-GP Medicine on Second clinic at Maroochydore, the one live GP matter on its register. Bulk billing reached 84.1% for the June quarter, and the RACGP moved against the Pharmacy Board's pharmacist-prescribing standard.
The ACCC cleared Partnered Health to acquire Ryan Plaza Medical Services, which runs the single Medicine on Second clinic at Maroochydore with 11 GPs, issuing an approved determination on 8 August, six days inside the 14 August deadline. It was the one live GP matter on the register. Partnered Health is itself Bupa's acquisition target, and that parent deal still waits on foreign investment clearance. The buyer keeps adding practices; the deal above it is not yet done.
GP non-referred bulk billing hit 84.1% for the June quarter, up 2.2 points, and 80.9% across the year. The spread is wide, from 95.8% in South Western Sydney down to 59.3% in the ACT for the quarter. Butler tied it to the October 2025 incentive and the bulk billing PIP. Where a practice sits on that spread is what a buyer prices.

The RACGP's 10 August submission opposes the Pharmacy Board's draft pharmacist-prescribing standard: it accepts Schedule 2, 3 and 4 medicines conditionally, opposes a general endorsement, and rejects Schedule 8 except within service-level, authority-based models, on the ground that the model has no shared records or follow-up. A position on a draft, not law, but the scope shift would let a pharmacy treat and bill for conditions a GP now sees.
